We are an informal association of parents, based in Brussels. Thanks to our central location in Belgium, to our common interest and to the will of each of us, we managed to get our voice heard in the European Parliament and at the European Commission. We were recently welcomed by some high ranking eurocrats who made clear that our critics concerning the way to deal with international kidnappings had been heard. The EC created an independent facts finding commission. That commission is made of an independent body and of a legal international cabinet. The objective of the commission is to verify if the countries which signed the conventions and/or who are meant to follow the rules of Bruxelles II Bis are respecting the rules.

The commission asked us to contact you, so we can create a complete file. We must, in order of doing so, separate the stories which are going according to Bruxelles II Bis (i.e. kidnapping made after the 25^th of March 2005), and the ones which not (i.e; kidnapping made before the 25^th of March 2005). The first cases concerning Bruxelles II Bis show that the a-m regulation is not optimal, but the European Bureau working on it swore to God they would act ASAP in all the Bruxelles II Bis cases, so that no time is lost – that was, after all, the first aim of the creation of that regulation…

Together, we can go ahead. That is why we suggest that well all join forces, in order to create a database with all our files.

2. The document « parent » filled by the parent (one for each file)

3. A short outline of the story (ideally in English, German or French)
